ZPMC
made a cloud commanding on remote unloading in the headquarters in Shanghai at
9:30am April 17th (Beijing time), providing remote guidance in
videos for unloading 4 STSs in Bombay NSICT Terminal of DPW Group. It was the
first cloud commanding for overseas unloading during the pandemic period by the
Company.
This
remote unloading under the cloud commanding attracted much concern. Huang
Qingfeng, President and Vice Secretary of ZPMC, came into the remote commanding
meeting room for the latest information of the unloading on the site. The
person in charge of NSICT Engineering Department in Bombay said: “It is safe
and efficient. The unloading is completed carefully. Excellent!”
ZPMC
mobilized different departments to complete the shipping of such batch of
equipment on Feb 26th, as scheduled, after solving much difficulty
during the domestic outbreak of pandemic. Zhenhua No.28 with such batch of
equipment berthed at the terminal in Bombay successfully on April 13th.
However,
the unloading technology system and commanders of such project failed to obtain
the visa as the result of lockdown of different countries due to the spread of
COVID-19. It was also impossible to carry out the alternative to transfer the
flight from Malaysia, Sri Lanka, Pakistan or other countries. The site team of
India Subsidiary and the crew of Zhenhua No.28 made positive application for
the site unloading, for which the Company founded the emergency unloading
guiding team and Offshore Service Group prepared specially Unloading Drill
Program and Unloading Operation Guidance Program to provide the
technical programs and remote guidance for the unloading on the site.
To make
sure the successful unloading, the team of India Subsidiary made adequate
preparations and exchanges with the shipping technology department and the
master of Zhenhua No.28, learning about technical requirements and potential
risks of each step particularly . India imposed the nation-wide blockage due to
the increasingly expanding pandemic and the traffic within cities and between
different states was in blockade, a great impact on the unloading on the site.
The Subsidiary team considered the conditions on the site carefully and made
reasonable allocation of the staff and also applied for related permits and
certificates, making sure the site delivery team and equipment at the place
within the shortest time. The Subsidiary also rented the user’s offices as the
temporary residency to reduce the outgoing, avoiding the risks of pandemic on
the site and improving the work efficiency as well, winning high praise from
the terminal user.
The
India site team made a detailed drill of the unloading after Zhenhua No.28's
berthing, to find out possible problems and make related solutions accordingly.
The Terminal was quite busy preparing for the unloading before the dawn of
April 17th. Meanwhile, the emergency unloading guiding team gathered
at the meeting room in the headquarters in Shanghai. The cloud commanding was
ready for the monitoring and remote technical guidance for the unloading site
in India.
The
first STS was dragged to the Terminal at 6:50 of the local time. The members of
the emergency unloading guiding team fixed their eyes on the large screen,
focusing on the site. The Vessel slanted in different directions and of
different levels when seaside and landside legs of the STS moved to different
positions. The guiding team made decision on the basis of actual conditions and
reminded the master to turn to the right(left) portside at the reasonable
timing and keep the angle of the rigid beam, making sure the STS moving gently.
The site workers and members of the emergency unloading guiding team worked
together and the first STS was to move into the side sliding track. During the
period, the emergency unloading guiding team kept reminding the details on the
site to make timely adjustment and also encouraged the site commander to keep
calm to guide the STS sliding into the track slowly. The first STS was in the
track and anchoring against the wind after 12 hours hard work at 18:55 of the
local time, indicating the first successful STS unloading under the cloud
commanding by ZPMC.
So far,
3 STSs have been unloaded successfully on the site of NSICT Terminal in Bombay.
The hard debugging on the site will start after unloading the total 4 STSs.
